Wednesday, July 18, 2012 at 11:30AM Since the first local government elections were held in 2004, after 33 years of centralised governance, many local councillors have struggled to meet even the most basic needs of their communities, leading to frustration and disillusionment. This survey, undertaken by the Campaign for the Voiceless (CAMPVO) garners the views of a variety of stakeholders to allow an informed critique of local governance in an urban setting.
