Programme Structure

The Advisory Board
The Advisory Board is made up of a Senior Management Team member of ODI, a representative of the National Steering Committees, a representative of the Executive Directors of the National Coordination Organisations (NCOs), a Research Fellow from ODI, and the Programme Director. The Advisory Board provides advice on the strategic direction of the programme, and meets at least twice a year.
The Programme Management Unit
This unit consists of the Programme Director (Fletcher Tembo), the Programme Officer (Sarah Hunt) and the Communications Officer (Jessica Sinclair Taylor). It is responsible for the day-to-day management of the programme and ensuring accountability to donors, Advisory Board and National Coordination Organisations.
National Coordination Organisations
National Coordination Organisations (NCO) are country-based organisations who manage the engagement with civil society organisations, media and elected representatives through the various issue-based projects that they undertake. The NCO is selected by the National Steering Committee (NSC) in an open and fair process.
National Steering Committees
Each country has an independent National Steering Committee, selected by a core stakeholder group. The NSCs in all countries are comprised of five eminent persons that are able to oversee the direction of the country programme and reduce political risks as projects support citizen engagement in government policy processes.
The oversight of the country programme by the NSC has been designed to create a downward accountability mechanism for NCOs to the local stakeholder community in ways that organisations that bid directly to external donors do not usually achieve.
